The European Observatory on Health Systems and Policies, based in Brussels, Belgium, is looking to contract a website development Project Coordinator to assist the Project Manager.

About the Observatory

The European Observatory on Health Systems and Policies is one of the leading international knowledge brokers in health systems and policy. Our mission is to provide evidence support to national and international policy-making. We are a WHO hosted partnership that brings together international and European agencies, national governments, decentralized authorities and academic research institutes.

We generate high-quality and comparative evidence that is tailored and packaged to meet the needs of public health and health system policy-makers. Our outputs consist mainly of:

  • detailed comparative profiles of all European (and other) health systems;
  • analytical studies, policy briefs and articles on policy relevant topics;
  • various forms of (face-to-face) engagements and meetings with policy-makers to unpack the evidence.

In 2018 we celebrated our 20th anniversary.

About the Observatory website

Goals

The Observatory website is an essential tool for ensuring that the Observatory, its activities and products are accessible and visible to its target audiences.

Renewal of the website

The Observatory is in the process of awarding contract to an identified website developer to create a User Experience (UX) design for a new website, which will be hosted by WHO Headquarters and developed in its new Content Management System (CMS), Sitefinity.

An Artificial Intelligence User Interface (AI/UI) Designer will also be contracted to work with the Observatory Project Manager, and with the UX developers to create a detailed set of design requirements and a clear plan for the organisation of the Observatory’s web information and data (especially its extensive database of publications).

Terms of reference

The Observatory wants to appoint an independent consultant or company who will assist the Project Manager to deliver the completed website within an agreed time frame through:

  • liaising with the web developers and designer as well as the WHO web teams in Geneva and Copenhagen;
  • (if experienced) providing technical inputs to the website development process;
  • coordinating face-to-face and video conferencing meetings with stakeholders based in Geneva, Copenhagen, Bulgaria, London and Brussels;
  • communicating project updates to Observatory staff and project stakeholders;
  • using project management tools to monitor and report on project progress;
  • preparing project reports for senior management;
  • collating and preparing basic website content;
  • drafting meeting agendas and recording actions;
  • taking meeting minutes;
  • liaising with the Accounts and Administrative team who manage budget and logistics;
  • coordinating website user testing.

Strong communications and coordination skills and experience of working on projects are essential. Understanding and experience of website development is necessary, including familiarity with a CMS. An interest in health is desirable.
