Course on health systems strengthening for improved TB prevention and care
19–23 November 2018, Barcelona, Spain
The 3rd WHO Barcelona course on health systems strengthening for improved tuberculosis (TB) prevention and care covers a wide range of health system functions from service delivery, through financing, to governance including change management. Those are addressed in an integrative whole-system framework with emphasis on system diagnostics and alignment of policy tools.
Combining theory and practice, the course comprises 5 modules spread over 5 days:
- Analyzing and diagnosing health system performance
- Improving service delivery and people-centred TB prevention and care
- Health system financing with a focus on TB prevention and care
- Improving governance and management of change for better implementation
- Undertaking a course-long exercise on the participant’s own country.
The course is offered by WHO/Europe’s Division of Health Systems and Public Health, through the WHO Barcelona Office for Health Systems Strengthening.

Target groups and priority countries
The primary target group of the course includes national focal points for the Tuberculosis Regional Eastern European and Central Asian Project (TB-REP) and members of national working groups on TB-REP in particular, including:
- decision makers;
- senior officials and high-level health system administrators from ministries of health and finance;
- managers of national TB programmes;
- health insurance funds and managers of service delivery organizations;
- experts and leaders playing key roles in the implementation of health system reforms related to TB prevention and care.
Priority is given to applicants from the 11 TB-REP countries: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Republic of Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan.
A limited number of places will be available for experts from international organizations supporting TB-REP countries.
