This study presents a descriptive analysis and a set of specific health finance policy objectives that are being applied by WHO across the European Region. The proposed framework covers three functions of health financing – revenue collection, pooling and purchasing – as well as policy on coverage and associated oversight (stewardship of financing) responsibilities. The study focuses on the institutional arrangements and resource allocation mechanisms in Moldova, on their changes as a consequence of the reform, and on the effects of these changes.
