2012 The document provides theoretical background and practical recommendations for integrated care centres' establishment in various health care facilities in Ukraine depending on local context (availability of human and financial resources, infrastructure development etc).

It systematizes all possible approaches towards organization of a wide range of health and social services for people who inject drugs (PWID) and describes step-by-step algorithms for their implementation. All the approaches proposed here are provided on the basis of the current national legislation and are already being used in practice at some health care facilities in Ukraine.

Thus, this document can be used as a practical guide on implementation of some services that answers a question how to make service accessible to the patients in certain health care facilities.

In the first place, this document is created for the health care managers and administrators interested in implementing relevant health and social services to  PWID. The presented approaches are universal and can also be applied when working with various most-at-risk groups at the health facilities of any specialty.
