This meeting background document was prepared for the WHO high-level regional meeting Health Systems for Prosperity and Solidarity: leaving no one behind, held 13-14 June 2018 in Tallinn, Estonia in conjunction with the 10th anniversary of the signing of the Tallinn Charter at the WHO European Ministerial Conference on Health Systems “Health systems, health and wealth”, held in Tallinn, Estonia, in June 2008. The Tallinn Charter was a milestone in strengthening health systems in the WHO European Region.

This anniversary meeting was held to reaffirm the values embedded within the Charter, build on new opportunities, such as the Sustainable Development Goals, and provide a platform to reflect on progress in health systems strengthening.

The programme was designed along 3 themes:

  • include – improving health coverage, access and financial protection for everyone;
  • invest – making the case for investing in health systems; and
  • innovate – harnessing innovations and systems to meet people’s needs.
