This report describes resistance data gathered through the Central Asian and European Surveillance of Antimicrobial Resistance (CAESAR) network from 11 countries in the WHO European Region – Armenia, Belarus, Bosnia and Herzegovina, Georgia, Montenegro, North Macedonia, the Russian Federation, Serbia, Switzerland, Turkey and Ukraine – and Kosovo (in accordance with United Nations Security Council resolution 1244 (1999)).

The fifth CAESAR report includes resistance data from Armenia for the first time, provides a summary of the first six years of the CAESAR external quality assessment (2013–2018) and presents the experiences of the Republic of Moldova and Tajikistan in establishing AMR surveillance systems and submitting data to CAESAR for the first time. Furthermore, the report includes a reader’s guide on how to interpret the surveillance data with caution, taking into account conditions that may reduce the reliability and representativeness of the data.

This report aims to provide guidance and inspiration to countries that are building or strengthening antimicrobial resistance surveillance and to stimulate the sharing of data internationally. WHO and partners remain committed to supporting countries/areas in these endeavours through the activities of the CAESAR network.
