These Terms of Reference are the outcome of the decisions and agreements of the Intermediate Steering Group and the participants of the 1st meeting of HEPA Europe, held on 26-27 May 2005 in Gerlev (Denmark).

Amendments have been endorsed at the 2nd, 3rd, 5th, 6th, 7th, 10th, 14th and 16th annual meetings in 2006, 2007, 2009, 2010, 2011, 2014, 2018 and 2020 respectively.
