Ukraine moves closer to full implementation of WHO Framework Convention on Tobacco Control

On 13 June 2012, the President of Ukraine, Viktor Yanukovych, signed into law new legislation creating a 100% ban on smoking in all indoor public places, including restaurants, discos, nightclubs, indoor workplaces and all state and cultural institutions. 

This is a new important step towards full implementation of the WHO Framework Convention on Tobacco Control (FCTC) and its Article 8, which obligates countries to take measures to protect all persons from exposure to tobacco smoke. As stated in the guidelines for implementation of the WHO FCTC, there is no safe level of exposure to tobacco smoke, and all people should be protected from exposure to this health hazard. 

Despite some opposition, the newly passed legislation received wide support from governmental and non-governmental organizations and institutions in Ukraine. The law will come into force in December 2012.

Overcoming challenges

WHO/Europe will continue to support Ukraine in its efforts to overcome challenges in the implementation and enforcement of tobacco control legislation. Permanent monitoring is required as well as an ongoing and adequate response to intervention from the tobacco industry.
