A focused look at the European Union (EU) and the Newly Independent States (NIS) countries
The EU and NIS countries present a different picture of national forms of direct tobacco advertising and promotion regulations. The EU countries have adopted strong laws to ban direct forms of national tobacco advertising and promotion following the prescription of the Tobacco Advertising Directive (2003/33/EC). In contrast, the NIS countries are below the regional average and particularly have opportunity for improvement in tobacco advertising and promotion in local magazines and newspapers and on the internet.
The NIS countries are: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Republic of Moldova, Russian Federation, Tajikistan, Turkmenistan, Ukraine, Uzbekistan.

- EU - 96% of the EU countries (banned in 26 out of 27 countries) have a ban.
- NIS - 67% of the NIS countries (banned in 8 out of 12 Countries) have a ban.
- WHO European Region - 83% of the WHO European countries (44 out of 53 countries) have a ban.

- EU - 85% of the EU countries (23 out of 27 countries) have a ban.
- NIS - 42% of the countries (5 out of 12 countries) have a ban.
- WHO European Region - 64% of the WHO European countries (34 out of 53 countries) have a ban.

- EU - 37% of the EU countries (banned in 10 out of 27 countries) have a ban.
- NIS - 25% of the NIS countries (banned in 3 out of 12 countries) have a ban.
- WHO European Region - 34% of the WHO European countries (18 out of 53 countries) have a ban.
