Surge planning tools

These surge planning tools support Member States in visualizing acute and intensive care capacity needs over time, identifying the timing and severity of the peak of the outbreak, and engaging in detailed planning of human resources for health systems.

The Adaptt Surge Planning Support Tool is an Excel-based graphical tool intended for policy-makers and senior planners. It allows Member States to focus on surge planning information, such as:

  • the number of beds required – total, moderate, severe and critical (including renal replacement therapy and extracorporeal membrane oxygenation);
  • the dates of predicted bed shortages; and
  • the detailed human resources needed.

The tool is flexible, enabling users within Member States to input epidemiological data, vary mitigation scenarios (when using the embedded standardized infection ratio V3 data) and tailor the tool to account for attack rates. The tool supports the input of hospital activities and practices, hospital capacity, and human resources for health capacity.

The Adaptt and HWFE tools are complementary to the COVID-19 ESFT.  All tools use the same base clinical attack rate ranges and classify health workforce using ILO ISCO codes, but their outputs are intentionally different due to their primary focus.


The Health Workforce Estimator (HWFE) and Contact Tracing (CT) Tools are Excel-driven tools that Member States can easily use.

The HWFE tool should be used to estimate the required number of each type of health worker based on the target number of mild, moderate, severe and critical patients per day. The CT tool can be used to estimate the required CT workforce based on an average peak infections reporting rate over follow up defined period.

It also provides an analysis of the throughput of mild, moderate, severe and critical patients in multiple facilities, and highlights workforce gaps for each type of health worker.

The Essential Supplies Forecasting Tool (ESFT) is an Excel-based tool to help Member States manage essential supplies. It provides specific, focused outputs, including detailed quantifications of:

  • equipment (personal protective equipment, diagnostics, biomedical equipment, drugs and consumables);
  • inpatient beds (total, severe and critical); and
  • tests (for mild, suspected, severe and critical cases).

The tool also provides some outputs on COVID-19 cases and health workforce requirements, including community health workers, in an aggregated format.

The COVID-19 ESFT tool is complimentary to the Health Workforce tools (Adaptt and the Workforce Estimator).  Both tools use the same base clinical attack rate ranges and classify health workforce using ILO ISCO codes, but their outputs are intentionally different due to their primary focus.
