This document is for decision makers, policy makers and national or regional health authorities tasked with rapid re-organization of health care services during the COVID pandemic. The focus of the guidance is on maintaining continuity of essential health care services across the continuum of care while managing the COVID-19 response, including the supports and measures required to ensure that health workforce is mobilized and enabled to deliver the care required.
