Assessment of capacities through use of voluntary tools
Georgia, Germany, Montenegro, North Macedonia and Tajikistan have conducted joint external evaluations (JEEs) since February 2019, bringing together key stakeholders from the health, veterinary, environment, agriculture, interior, finance and emergency sectors to review national capacities required under the IHR (2005).
Azerbaijan, Georgia and Kyrgyzstan undertook operational and after-action reviews (AARs) of their emergency operations to respond to outbreaks of measles using the newly developed WHO AAR methodology.
IHR NFPs from 46 States Parties in the Region improved their capacities for communication and coordination in response to public health events as per the IHR (2005) obligations through the 2019 edition of the Joint Assessment and Detection of Events (JADE) annual functional exercise.
Albania, Kazakhstan, Kyrgyzstan and Tajikistan stepped up their functional capacities to respond to natural disasters, mass casualty incidences and foodborne disease outbreaks through national simulation exercises supported by WHO/Europe. Cross-border collaboration among members of the South-eastern European Health Network (SEEHN) was also tested through a simulation exercise for pandemic preparedness.
