International Health Regulations Monitoring and Evaluation Framework
In line with the International Health Regulations Monitoring and Evaluation Framework (IHRMEF), WHO supports the monitoring and reporting of all-hazards emergency preparedness capacities, spanning both preparedness capacity for high-impact health security risks, including pandemic threats, and traditional health emergency risks.
The IHRMEF is one of the main tools used by States Parties to assess the capacity required under the IHR and to monitor their progress over time. It consists of 1 obligatory and 3 voluntary components. In accordance with IHR (Art. 54), States Parties are required to submit State Party self-assessment Annual Reports (SPAR) to the World Health Assembly on progress made in the implementation of the IHR core capacities in 13 technical areas. Other voluntary tools include simulation exercises, after-action reviews (AARs) and joint external evaluations (JEEs). Several technical areas assessed through the IHRMEF are relevant to One Health.
