Supporting the modernization of the health system with a particular focus on primary health care

Objective 6 of the BELMED project is to support the modernization of the health system with a particular focus on primary health care.

This objective is led by WHO.

Activities undertaken towards this objective include the following.

  • The roundtable discussion “Progress in implementing Objective 6 of the BELMED project” was held in Minsk on 9 October and 22 December 2017. Representatives of the Ministry of Health, WHO/Europe, the WHO Country Office in Belarus and the pilot sites discussed the progress of the BELMED Steering Committee’s working groups, reviewed the interaction of the WHO Country Office and WHO/Europe, and developed measures to overcome barriers and achieve targets.
  • Two 3-day workshops were organized with the participation of WHO experts for primary care workers involved in pilot activities and representatives of the Ministry of Health. The workshops took place at Polyclinic No. 39 in Minsk on 10–13 October and 19–21 December 2017. The 45 participating national specialists received training on the organization of primary health care and the role of primary care staff in the management of noncommunicable diseases (NCDs).
  • A total of 18 national primary care specialists and representatives of health system authorities took part in study tours to Lithuania on 10–14 July and 5–9 December 2017. There they learned from the experience and best practices of Lithuanian specialists conducting and implementing NCD control programmes at the primary care level.
  • Experts from WHO/Europe visited Belarus on 27 February–3 March 2017 to support the coordination of the working groups at the Ministry of Health and the assigned pilot sites: Polyclinic No. 39 in Minsk and the Central Rayon Hospital in Gorki Region. A detailed action plan, including monitoring and evaluation, was developed for 2017.
