Over recent years, and in accordance with the principles of the 2008 Tallinn Charter: Health Systems for Health and Wealth, a number of Member States of the WHO European Region have undertaken an assessment of the performance their health systems using indicators and tools elaborated in collaboration with WHO.

In 2011, as the latest in this series, Turkey conducted such an assessment of a number of performance dimensions reflecting the latest development of the country's health system as a result of the Turkey Health Transformation Program. This Program was initiated in 2003 and is still ongoing. The findings of the assessment described in this report have shown that the health system of Turkey has experienced impressive progress on many fronts, progress which continues to gain momentum.
