WHO

WHO/Europe helps to build capacity in health financing and health policy analysis through activities at the regional, subregional and country levels. Under a letter of agreement signed in 2004, WHO collaborates with the World Bank Institute to design and deliver flagship courses on health financing, health reform, health policy analysis and the interactions between poverty, equity and health systems.

WHO/Europe provides support for the implementation of regional and subregional flagship courses to the Health Services Management Training Centre at Semmelweis University, Budapest, Hungary, and the Health Policy Analysis Center (previously with the Center for Health Systems Development) in Bishkek, Kyrgyzstan. WHO/Europe also collaborates on the design and delivery of courses tailored to individual countries.

Health policy analysis units

Many countries in the WHO European Region have recognized the potential value of linking health policy to national evidence on the effects of reforms. Some countries have therefore created health policy analysis units linked in various ways to their national health policy processes. Based on in-depth experience gained since 2000 in supporting the creation, strengthening and institutionalization of such a unit in Kyrgyzstan (under the Health Policy Analysis Project supported by the Department of International Development, United Kingdom), WHO/Europe provides technical assistance, training, peer-to-peer networking and institutional development for new policy analysis units.
