Improving the efficiency and quality of primary health care services in Belarus

National health authorities in Belarus are struggling with recruiting and retaining health care staff. New models may therefore be needed to improve the effectiveness and efficiency of primary health care staff, and also to increase their motivation.

Rethinking the current way of financing of primary health care will be the focus of a policy dialogue entitled “Paying for primary healthcare services in Belarus: options for improving efficiency and quality” 1-2 March 2011 in Minsk. The main objectives of this event are to assess the current situation and discuss how to make staff payment incentives in primary health care more effective and efficient. This event is being organized by WHO/Europe, the European Observatory on Health Systems and Policies and the Ministry of Health of Belarus.
