Guidance on institutional arrangements and mechanisms for integrated policy and decision-making

This guidance, developed under Transport, Health and Environment Pan-European Programme (THE PEP), reviewed relevant international studies and publications and highlights the synergistic beneficial effects of sustainable policies. Current institutional practices for policy integration in the WHO European Region, gathered through a questionnaire survey, were analysed to identify criteria for success and barriers to integration, as well as common features.

The integration of environment and health concerns into transport policy is crucial for sustainable development, and one of the priorities for THE PEP. Countries have asked for specific guidance on institutional mechanisms for policy integration both within and between central and local administrations. The challenge is to achieve this integration in spite of factors such the conflicting interests and priorities of policy-makers in different sectors.
