WHO/Europe worked with Albania on the following activities.
Review of crisis preparedness programme
A review of the national health system crisis preparedness programme (including climate change related aspects) was carried out in cooperation with the Ministry of Health and other relevant stakeholders. This covered capacity building on both policy and operational levels. The activities included an assessment of the existing health system’s crisis preparedness and response capacities, the identification of strengths and weaknesses and the elaboration of proposals for further strengthening.
The assessment results have been shared with the Ministry of Health and other relevant stakeholders in a follow-up workshop. During the workshop, the Ministry of Health, relevant stakeholders and WHO agreed on an action plan to strengthen the health system’s crisis preparedness and response capacities. WHO experts also provided technical assistance for the implementation of the agreed measures.
National public health and emergency management (PHEM) course
A national version of the PHEM course was developed and implemented. It was based on the regional WHO/Europe PHEM course, while incorporating the country’s specific needs and concerns.
