The WHO Regional Office for Europe and expert academic partners developed an organigraph tool for mapping governance structures and accountability mechanisms within governance systems. This publication aims to help countries and relevant stakeholders to use the tool to identify which areas need strengthening in order to ensure that systems facilitate improved health and well-being for all. It provides background information about the organigraph method, as well as a practical guide to using it, including example organigraphs.
