Establishing the capacities required in order to respond effectively and in a timely manner to potential public health emergencies of international concern is an obligation for States Parties under the IHR (2005). Developing these capacities should include efforts to strengthen health systems and to coordinate the mobilization of domestic and international funding through multisectoral action plans.
