A workshop was organized by the WHO Regional Office for Europe in Helsinki, Finland in March 2017 in the context of the Project on the Prevention and Control of Noncommunicable Diseases. This was the third opportunity since 2015 for countries from eastern Europe and central Asia to meet and consider ways of improving implementation of the package of essential noncommunicable (PEN) disease interventions in primary health care.

Common topics of interest were explored such as quality systems, training and education, and monitoring and evaluation of impact. The global HEARTS package was also introduced. A particular theme was how broader community and patient initiatives might support the prevention and treatment of NCDs in the clinical setting, learning in particular from the Finnish and North Karelia experience.
