Health 2020 implementation package

The Health 2020 implementation package combines tools, services and written materials to support evidence-informed policy development, institutional strengthening and stakeholder engagement for improving health and well-being in line with Health 2020 values, principles and recommended actions.

The package is designed for people and institutions in political and technical roles in countries, including ministers; health ministries, associations and agencies; WHO country offices; actors in other sectors and WHO networks.

1. Introducing Health 2020 to different stakeholders across sectors

Health 2020 aims at reaching stakeholders beyond the health sector and promoting collaboration and partnership to improve health and well-being for all.
2. Applying the Health 2020 lens to country situation analysis

A systematic approach is taken to support countries in taking forward the Health 2020 vision in their particular circumstances.
3. Implementing whole-of-government and whole-of-society approaches

Health is everybody’s business. It is a public good secured through the involvement of the whole of government and society. Implementing this co-production of health is essential to translate the Health 2020 vision into practice.
4. Addressing social determinants of health equity, gender and human rights

Health 2020’s ultimate goal is to achieve health equity by reducing the socially determined inequities in the WHO European Region.
5. Developing Health 2020-based national and subnational health policies, strategies and plans

Multisectoral national and subnational health policies that are aligned with Health 2020 are a key instrument for implementing the framework. Guidance tools and mechanisms are available to support the development of such policies in countries.
6. Strengthening public health capacities and services

Strengthening public health and people-centred health systems is a pillar of Health 2020 implementation.
7. Strengthening monitoring and evaluation

Monitoring and evaluation are needed to track country processes, to provide Health-2020-focused information and to gather and present up-to-date material for country analysis and review.
8. Operationalizing new concepts and evidence

Health 2020 includes many innovative concepts that need to be further developed and operationalized, such as well-being, the life-course, resilient communities and the economics of prevention.
9. Integrated approaches to implementing the 4 priority policy areas of Health 2020

Health 2020’s 2 strategic objectives and 4 priority areas for policy action are highly interconnected, offering a comprehensive framework for tackling public health challenges and creating the preconditions for healthier living.
