This publication aims to help countries and relevant stakeholders to use the tool to identify which areas need strengthening in order to ensure that systems facilitate improved health and well-being for all. It provides background information about the organigraph method, as well as a practical guide to using it, including example organigraphs.

Targets and indicators for Health 2020. Version 4 (2018)
This document describes the steps taken to develop the Health 2020 targets and indicators through the work of two international expert groups and country consultation with Member States. Specifically, it gives an overview of the 20 core and 17 additional indicators adopted by the 53 Member States of the WHO European Region in September 2013 to measure progress with the six targets identified for Health 2020.

Developing a common set of indicators for the joint monitoring framework for SDGs, Health 2020 and the Global NCD Action Plan (2017)
Member States agreed to adopt a joint monitoring framework for reporting on indicators for the Sustainable Development Goals, Health 2020 and the Global Action Plan for the Prevention and Control of Noncommunicable Diseases. An expert group was formed to identify a common set of indicators. This report provides a summary of their first meeting in Vienna, Austria, on 20–21 November 2017.

Health 2020: a European policy framework supporting action across government and society for health and well-being
Improving health and well-being lies behind the new health policy framework for Europe, Health 2020, adopted by the WHO Regional Committee for Europe in 2012. Health 2020 is a value- and evidence-based framework that allows a strategic approach to be taken towards this goal.
